The Lorwyn Incarnation "Dread" shares an effect with which enchantment?

Kulrath Knight, a 5 mana creature from Shadowmoor, has the effect of "Creatures your opponents control with counters on them can’t attack or block.", but no card with a threshold for an effect like that exists. Nils, Discipline Enforcer is a Propaganda effect on a stick that cares about the number of counters, but is a bit different and doesn't prevent blocking.

Fading creates Fade counters, Vanishing creates Time counters. A card named "Vanishing" has existed since the 90's and sees some play in Zur the Enchanter voltron decks. Fading as an effect sacrifices the permanent only when there are no fade counters to remove.

The counters produced by both effects are called "Time counters".
