Fading creates Fade counters, Vanishing creates Time counters. A card named "Vanishing" has existed since the 90's and sees some play in Zur the Enchanter voltron decks. Fading as an effect sacrifices the permanent only when there are no fade counters to remove.

The counters produced by both effects are called "Time counters".

There is a card named "Fading", but no card named "Vanishing".

Vanishing sacrifices the permanent when the last counter is removed.
