The area of St. Paul was originally known as "L'Œil de Cochon" (French for "Pig's Eye"). In 1841, the settlement was named Saint-Paul by Father Lucien Galtier, a priest from France, in honor of Paul the Apostle.
In 1831 he graduated with a medical degree from the University of Pennsylvania School of Medicine.

In March of 1934, Dillinger was hiding out in the Lincoln Court Apartments with his girlfriend Billie Frechette under the alias "Mr. and Mrs. Carl T. Hellman". The Saint Paul Police were tipped off by the landlord, resulting in a shootout that Dillinger and Frechette narrowly escaped. Injured during the Lincoln Court incident, Dillinger and Frechette fled to his father's home in Indiana.
This arrangement lasted for almost forty years, ending when rampant corruption forced crusading local citizens and the federal government to step in.

The O'Conner Layover Agreement allowed criminals to stay in the city under three conditions: that they checked in with police upon their arrival; agreed to pay bribes to city officials; and committed no major crimes in the city of St. Paul.

Several Eastern newspaper correspondents kindled the start of the Winter Carnival by visiting Saint Paul in the fall of 1885 and returning home to report that Minnesota, in general, was another Siberia, unfit for human habitation. A group of business owners decided they would not take these comments lightly and retaliated by creating a wintertime festival starting in 1886, which would showcase all the beauty of Minnesota winters.
Charles Schulz grew up in Saint Paul. His father owned a barbershop at the corner of Snelling and Selby Avenues, and he worked at the Pioneer Press.
